DORNA

DORNA PROJECT Organized and Sustainable Development in the Atlantic Northwest

The project is part DORNA priority 4 "Promoting sustainable development synergies in rural and urban," objective 3 Conserve and promote the legacy of the Atlantic Area that is of cross border interest" Atlantic Area Operational Program, under the overall objective prevailing in the project : conservation and restoration of traditional boats in the regions of the European Atlantic coast.

 In order to establish these aims, the DORNA project has been based on recommendations set out in the GREEN PAPER: Towards a future Maritime Policy for the Union: A European vision for the oceans and seas COM (2006).

 From this necessarily global approach, the DORNA project is centred on development of the Atlantic regions included in it from a perspective of sustainable economic growth and cultural diversity, achieved by encouraging and diversifying traditional naval carpentry. This line of action will make the following objectives achievable:

- Promote use of traditional vessels as a low pollution, more environmentally friendly model.

- Development of the tourist sector by launching new products (traditional, nautical) linked to Atlantic culture into the market.

- Identification of a common model to the Atlantic area, and enriching regional differences of this model

 The Project DORNA acts on 3 lines of action directly related to the objectives. These are economic development, environmental and socio-cultural. For each of the main priorities are designed to enable strategic lines to achieve the objectives.These strategic lines are: Competitiveness & Business, Research, , Innovation, Diversification, and a Communications Plan. Under this strategic lines  thave been designed to make the project activities, each of which brings together different actions.

 Despite activity being divided along strategic lines of action, only the complete execution of the activities can ensure that objectives can be achieved, as these have been designed from an overall perspective in accordance with partenariat decision.

 The main  activities are:

  CROSS-BORDER PROMOTION AND DIFUSION of the project and the Atlantic Area Programme: Promotion and diffusion of the DORNA project and the Atlantic Area Transnational Programme 2007-2013, taking into account the contents of Article 2, Section 1 of Commission Regulation (EC) 1828/2006 of 8th December, 2006.

 IDENTIFICATION ACTIVITY: “Create an Atlantic Area nautical heritage database”: A systematic cataloguing of traditional vessels from the European Atlantic coastline, traditional vessel construction and handling techniques and preserve the Atlantic building tradition to facilitate the survival of traditional craft.

 RESEARCH ACTIVITY: “Traditional boatyard infrastructure improvement plan”: Create an improvement plan for the physical infrastructures of traditional boatyards that can be recovered in Atlantic regions included in the project, cataloguing intervention needs for conservation.

 COMPETITIVENESS AND BUSINESS DEVELOPMENT ACTIVITY  AND TRADITIONAL BOATS: Finding solutions for improving the competitiveness of shipyards: marketing, joint training, etc.., favoring the survival of small yards through the trade and  communication and marketing chanels.

 INNOVATION ACTIVITY: “Innovation spaces in traditional naval carpentry”: Develop a management structure to facilitate the introduction of permanent and continual innovation criteria in traditional vessel.

 DIVERSIFICATION ACTIVITY in local economies as a development factor: Convert traditional nautical heritage into a tourist product integrated into the Atlantic area, common to all participating countries, to be promoted as part of local economy diversification.

 To implement these activities, DORNA has proposed an integral, open, participative results approach. His holistic view translates into a strategy whoe coordinates in a coherent dynamic the actions and proceedings on traditional boats.

 Its strategic dimension lies in the orientation of the management and sharing of various human and material resources towards the goal of balanced and sustainable territorial development, specifically promoting the polycentric development of the network of Atlantic regions involved in the project. All phases of the project shall be subject to monitoring and evaluation of the management institutions created for that purpose.

 The intention of the partnership of  DORNA has been to design a project to achieve tangible, measurable and with a strong potential for sustainability, in order to perpetuate his positive effects.

 The added value of this project is undoubtedly relevant in the pooling of resources for achieving the  transnational objective whoe consist in the recovering of  an important European resource: the traditional boats of all regions included into the Atlantic Area Program. This cooperation will enable the resolution of common problems in a more satisfactory way than at the local level regional or state level, besides it is the only way to treat this problem of transnational interest.

 DORNA has an ambitious communications plan for proper dissemination and promotion of the project, its results and co‐financers. This plan has a two‐pronged structure that deals with communication criteria for both internal and external management. Furthermore, the use of Information and Knowledge Technologies is a priority in the communications plan, following Lisbon Agency directives, in order to make project managementefficient and innovative.
